11th April 2018, 24 Rejab 1439H Jizyah This verse only relate to the state of war situation only when enemy came to attack your country, not when country in peace. It is muslims obligation to provide safety and protection to the people in their countries including the non muslims. Muslims also have to refund the jizyah, when they believe that they cannot protect the non muslims or they will defeat in war.
